Purpose

8 years have passed since the Great East Japan Earthquake and there is a danger that memories of the disaster will fade.
Some say that some of the damage could have been prevented if lessons of past disasters had been passed on.
The Disaster Memorial Network Council, in collaboration with industry, academia, and citizens, aims to build the 3.11 Densho Road to pass on the lessons and memories of earthquake disasters.
At this session we will discuss initiatives to transmit “Life Saving Lessons” at home and abroad to raise disaster prevention ability, and to revitalize local regions through interpersonal communication.

Sato Shosuke


Graduated from Kyoto University Graduate School Doctorate Course; Phd (Informatics); Japan Society for the Promotion of Science Research Fellow (DC2); Graduate School of Engineering, Tohoku University Disaster Control Research Center Assistant Professor; International Research Institute of Disaster Science, Tohoku University Assistant Professor, and Associate Professor since 2017. Specialty: disaster tradition and disaster information. Worked as an adviser and on various committees for the government, for Miyagi Prefecture, and for towns and cities in Miyagi Prefecture. Received many awards including the Commendation for Science & Technology Award from the Ministry of Education, Culture, Sports, Science and Technology (Promotional Division), the Annual Excellent Essay Award & Technology Award from the Institute of Social Safety Science, and Kawata Award & Abe Award from Japan Society for Disaster Information Studies.

Mayor of Kuroshio, Kochi Prefecture

Onishi Katsuya


Born in Kuroshio, Hata District, Kochi Prefecture in 1970. Studied orchid cultivation overseas from 1989, and worked in agriculture from 2000. In 2005 joined the council for the merger of Ogata and Saga towns. In 2008 became President of the Kuroshio Regional Council. In 2009 became President of the Hata Block Young Farmers Liaison Council. In April 2010 assumed current post of Mayor of Kuroshio.

Mayor of Mashiki, Kumamoto Prefecture

Nishimura Hironori


Born in Kumamoto Prefecture in 1956. In 1975 joined Hitachi Zosen’s Ariake Factory. In 1999 became Assistant Manager of Human Resources at Mashiki’s General Affairs Section. In 2011 became Manager of Mashiki’s Insurance Section. In 2012 became Manager of Mashiki’s Health Promotion Section. In May, 2014 became Mayor of Mashiki. After the Kumamoto Earthquakes occurred in April 2016, took command of support for victims, and for restoration and revival.

Motoda Kumiko


On March 3rd 2011 was working for Northern Iwate Bus Tourism Pleasure Boat Division when disaster struck. On April 1st, 2012 began Disaster Prevention tours of Taro area for Miyako Tourism Association. In 2014 worked for Miyako Tourism Cultural Exchange Association (GIA), which from 2017 has continued as a Miyako Town Enterprise. By September 2019, 5 guides have guided a total of 170,000 people.

Konno Junichi


Born in 1950. In 1968 joined Japan National Railways. After working as Head of Sendai View Plaza, became Fukushima Station Master in 2000, and Sendai Station Master in 2004. In 2007 joined Sendai Terminal Building (JSC), and in 2013 became Senior Managing Director of Hotel Headquarters. In 2017 assumed current post of Executive Director General of Promotion at Tohoku Tourism Promotion Organization.

Nishio Takashi


Born in Shimane Prefecture, joined the Ministry of Construction in 1992. After working as Head of Oita Office of Rivers and National Highways, and Head of Tokyo Office of National Highways, in July, 2018 assumed current post. Planned disaster reduction measures based on flood disaster in Oita, and taking into account the likelihood of damaged roads and abandoned vehicles in the event of a large scale earthquake in the metropolitan area spearheaded planning for early maintenance to ensure passage on highways. Having traveled in his own car to regions affected by the Great East Japan Earthquake and taken the scenes witnessed to heart, is currently engaged in passing on lessons from disasters and making advanced preparations.
